COC Documents for Used Cars and Their Role in TÜV Inspections

Anyone buying a used car will sooner or later come across the COC documents — and usually quite a few misconceptions about them. One of the most persistent myths is that you cannot pass the roadworthiness inspection without a COC. The truth is more nuanced: for the regular periodic vehicle inspection, you do not need this document at all.

It becomes especially important when you want to register an imported used car in Germany. If the COC is missing in this case, a technical report under Section 21 StVZO may be required instead, and this usually costs significantly more than obtaining a replacement COC document. According to ADAC, the replacement document usually costs between €70 and €180. What Are COC Documents for a Used Car?

COC stands for Certificate of Conformity, also known as the EC Certificate of Conformity. It confirms that your specific vehicle corresponds to the type approved in the European Union. The document brings together all the technical data required by the registration authority, including:

  • vehicle dimensions
  • weights and axle loads
  • emissions values
  • noise levels

For a used car, one point is particularly important: the COC is vehicle-specific and actually belongs to the car, not to the owner. It should therefore be handed over when the vehicle is sold. Do You Need COC Documents for Every Used Car?

The short answer is: no. Whether you need the COC at all depends mainly on where the vehicle comes from.

If a used car has already been registered in Germany, you do not need a new COC for a normal re-registration or change of ownership. The technical data is already recorded in Vehicle Registration Document I and Vehicle Registration Document II. You simply re-register the car with these documents; nothing more is required.

The situation is different for an imported used car, for example a re-import from France, Belgium or the Netherlands. In this case, the German registration authority usually requires the COC in order to determine the technical data for the German registration documents. Strictly speaking, the COC is not the only legally possible document. If a valid EC type approval exists, a manufacturer data confirmation or a technical report may also be accepted. In practice, however, the original COC document is usually the fastest and most cost-effective option.

An exception applies to vehicles that have been deregistered for more than seven years. For this type of re-registration, the COC, manufacturer data confirmation or a technical report may be required again.

COC Documents and the TÜV: Periodic Inspection, Section 21 and Individual Approval

When people mention TÜV, many buyers mix up two very different procedures: the regular periodic vehicle inspection and the technical individual approval of an imported vehicle. The COC plays no role in one of them, but it can be decisive for the other. Understanding the difference can save you unnecessary worry — and sometimes a lot of money.

The Periodic Vehicle Inspection, Section 29 StVZO: Do You Need the COC for This?

No. The periodic vehicle inspection, commonly referred to as the TÜV inspection in Germany and usually required every two years, checks the technical condition and road safety of a vehicle that is already registered. The decisive document is Vehicle Registration Document I, not the COC. You therefore do not need to present or even own the COC document for the regular inspection.

A missing COC is therefore not a reason for failing to receive the inspection sticker. The periodic inspection mainly checks:

  • brakes
  • lighting
  • emissions values
  • the general technical condition

The type approval documented by the COC, on the other hand, is not the subject of the regular periodic inspection.

Individual Approval Under Section 21 StVZO: When TÜV Replaces the Missing COC

The situation is completely different when an imported used car is to be registered in Germany for the first time and no COC is available. In that case, the registration authority must obtain the technical data in another way.

This is where TÜV comes in, as do DEKRA, GTÜ or KÜS. An expert examines the vehicle as part of a full technical approval report under Section 21 StVZO and determines all the values that would normally be listed in the COC. This procedure, also known as individual approval, is significantly more complex and expensive than simply presenting a COC document.

In other words: the COC saves you the technical report under Section 21. If the document is available, the registration authority takes the data directly from the manufacturer. If it is missing, you must either obtain a replacement COC or take the detour via an expert inspection. Another possible option is manufacturer data confirmation.

Check the COC Certificate When Buying a Used Car

The best approach is to prevent the issue from becoming a problem in the first place. Keep the following points in mind when buying a used car:

  • Ask for the COC certificate before buying, especially for re-imports and newer used cars.
  • If the car has already been registered in Germany, you usually do not need to worry.
  • If the COC is missing for an import, ask the seller to provide it or negotiate the price accordingly.

COC Document or Vehicle Registration Document II: What Is the Difference?

Finally, there is one common misunderstanding: the COC is not the vehicle ownership document. What many people still call the “vehicle brief” in Germany is now called Vehicle Registration Document II and is issued by the German registration authority. The COC, on the other hand, comes from the manufacturer and certifies the EU type approval.

The two documents complement each other, but they do not replace one another.
