First Check: Is the COC Really Lost?

Before requesting a duplicate, it is worth checking whether the document has simply been misplaced. When a new vehicle is delivered, the COC is provided free of charge with the car, so it is often stored with the owner’s manual, service documents or vehicle paperwork.

For a used vehicle, check all documents received from the previous owner. If you purchased the vehicle recently and the COC was not included, contact the seller or dealership before ordering a duplicate. Is a Duplicate COC Legally Valid Like the Original?

Many vehicle owners worry that a registration authority may reject a replacement document. This concern is generally unfounded. A duplicate COC serves exactly the same purpose as the lost original. It is issued by the manufacturer and marked “Duplicate” on the front page, while the technical vehicle data remains identical to the original document. The legal basis is Article 36 of EU Regulation 2018/858. In Germany, the document is also recognised under Section 6 of the EC Vehicle Approval Regulation (EG-FGV).

A COC certificate does not expire. It records that the vehicle complied with its approved EU type at the time of manufacture and remains permanently valid as proof of conformity. You therefore do not need to “renew” a COC. If the original is missing, you simply need a duplicate of the existing certificate.

The Duplicate Is Always Issued by the Manufacturer

A duplicate COC can only come from the vehicle manufacturer or its official importer. A registration authority, inspection centre or independent workshop cannot create the document from its own records because the technical information comes directly from the manufacturer’s type-approval data.

The current vehicle owner may request the duplicate. The manufacturer remains responsible even for brands based outside the European Union, including Japanese, Korean and American manufacturers. In practice, the request is usually handled by the brand’s official EU representative, national subsidiary or authorised importer.

The time limit is important: the manufacturer’s obligation to issue a duplicate applies for ten years after the vehicle was manufactured. For older vehicles, the manufacturer may reject the request. In such cases, specialist providers may still be able to help recover the relevant documentation.

How to Apply for a Duplicate COC: Documents, VIN and Procedure

The application process is usually straightforward. In most cases, only a few details and documents are required:

How Much Does a Duplicate COC Cost?

A duplicate COC typically costs between €70 and €180 for most vehicle manufacturers, according to sample checks published by the ADAC. In exceptional cases, the cost may reach approximately €250.

One point is often overlooked: the fee is legally limited. Under Article 36 of EU Regulation 2018/858, the manufacturer may not charge more than the cost of producing and issuing the duplicate. In principle, the duplicate should not be used as a source of profit.

Processing times vary considerably between manufacturers. Some duplicates are available within a few days, while others may take several weeks. Order the replacement well before any registration appointment or planned vehicle sale.

Do You Need the COC If the Vehicle Is Already Registered?

A common misconception is that nothing can be done without a COC. For a vehicle that is already registered in Germany, this is generally not the case. For a change of ownership or normal use, the registration authority usually requires the registration certificates, proof of roadworthiness and an electronic insurance confirmation. The COC is not normally part of this process.

You mainly need the COC for the first registration of a vehicle imported from another EU country or when re-registering a vehicle that was previously exported. Even then, a paper document may not always be necessary if the registration authority can retrieve the technical data from a central database using the VIN.

A COC is also generally unnecessary when re-registering a vehicle after temporary deregistration, provided it was previously registered in Germany. The technical data is already stored in the national registration system.

If your vehicle already has German registration plates, a lost COC is therefore often less urgent than expected. However, obtaining a duplicate can still be worthwhile if you plan to sell or register the vehicle abroad in the future.

Classic Cars and Special Cases: When a Duplicate Is Not Available

Vehicles that never had EU type approval, including many classic cars manufactured before 1996 and direct imports from non-EU markets, were never issued with a European COC. In Germany, these vehicles usually require individual approval under Section 21 of the German Road Traffic Licensing Regulations (StVZO) or an individual approval under Section 13 of the EG-FGV. An officially recognised vehicle expert must prepare the required technical report.

Electronic COC from July 2026: What Changes for New Vehicles?

From 5 July 2026, the European automotive industry is moving towards the electronic Certificate of Conformity, commonly known as the eCoC. For newly manufactured vehicles, the COC data is generally provided electronically in a structured format. Registration authorities can retrieve the vehicle information directly using the VIN, so manufacturers are no longer always required to supply a paper certificate.

For owners of used imported vehicles, the immediate impact is limited. Existing paper COC certificates remain valid, and the same applies to official duplicates. The transition mainly affects newly manufactured vehicles rather than vehicles already in circulation.
